Blocked sewer pipe

the conecting concrete collar from at the base of the pipe from the toilet (going through the kitchen)has worn away and is leaving a smell in the kitchen and when i flush the toilet the floor gets wet,i dont think the drain is blocked as running the sink tap causes only a small splash back
