Looking for an electrician to access a lightbulb

I am looking for someone to come to my flat and gain access to three lightbulbs that are inacessible due to the way they have been installed. The cover over the lightbulbs is in place to stop moisture in the bathroom getting into the fitting, but this means it is impossible to change the bulbs without tools. I am looking for an electrician to gain access to the fittings and change the 3 bulbs. We are looking to have this work done on the morning of the 1st December at 10am. Please quote the cost for doing so, my "budget" is just a guess of how much it would cost. Please also supply details to prove you are a certified electrician.
