Mechanic - non starter car needs repositioning

I'm looking for someone who can help move my car from its current parking spot in a ground floor underground carpark closer to the exit so that it can easily be placed onto a tow truck. Car is parked about 10-15 feet from the exit. The tow company truck won't be able to fit in the car park (2.0m height restriction). Car battery is dead and possibly starter issue. They have a portable starter kit that they will bring on the day but there's a chance the car still won't start. Its a manual car with an electronic handbrake so can't push it without releasing it and can only do this when car is running (unless anyone knows of another way??) Looking for anyone who might be able to assist or has equipment such as wheel dollies which might help to move car closer to exit
