Hi, Anthony. Can you please clarify what it is exactly you're looking for? What language is the website built in and does it use a content management system (CMS)? What sorts of upgrades do you require? Is it possible you need a web designer and a web developer (they are not the same thing—a designer designs the interface the user sees and interacts with while a developer codes it and makes it work)?

Airtasker doesn't allow web addresses so I can't see the link you've supplied. In order for a Web Developer to know whether or not they can update the existing code used to build the existing website, they need to know what language it was built in because some developers specialise in certain languages or frameworks (e.g. PHP, .net, Python, C#, Ruby, etc.) and can't work with others. If this in-house software is what they will need to use, they'll need to know what it is in order to tell you whether or not they can work with it. If they don't have to use that specific software (in other words do a complete rebuild of the website) then they can use whatever they like as long as you agree with how it will be managed and maintained once built. As for updating the design (how it looks) a Web Designer can do that without needing to know what software is being used because they're dealing with the surface aspects—colour scheme, image placement, fonts used, icons used, overall layout of items on a page — everything the end user will see. Once you've approved the designs, they get handed off to the Web Developer who will build it to look like the designs. Of course, there are some Web Developers who can also handle the design aspect, but they would still need to know whether or not they'll have to work with your in-house software in order to tell you whether or not they can do the work. I hope that makes more sense.
